A first half goal by Dave Kemp gave Slough Town the victory they needed to clinch promotion in their final league game of the season at the Dolphin Stadium on Wednesday night.
Slough's triumph comes in their first season in the Rothman's Isthmian League and takes them into Division One.
They finish with a total of 60 points, which leaves them behind the champions Dagenham, but beyond the reach of their nearest rivals Aveley, with whom they drew 0-0 on Saturday.
The solitary goal came in the 33rd minute when a cross by Trevor Williams found Kemp, who headed the ball over the goalkeeper and into the net.
In the second half Slough dominated play, but weak finishing prevented them adding to the score and their fans were left in suspense until the end. Ten minutes from time a Horsham player was sent off for violent play, but the incident did not sour the occasion for the Slough Town players, who celebrated in the Dolphin Hotel for long after the match.
